If the powdery substance is white it is probably lime from the mortar/concrete. This can happen when its wet on the other side. Should be nothing to worry about.

What about skim coating with durabond plaster such as durabond 90 or 40. It dries like concrete and looks like the old plastering, its actually plastering. Takes some skill though. Replastered all of my ceilings and walls with durabond, first grinding all the cracks and lines.
