I.M.O. Depending on the original cost of the door hardware I would think it cheaper to purchase new hardware in the desired finish rather than having the existing hardware refinished.

I dont know where you would buy the hardware you want, but it sounds expensive. I would suggest watching at Salvation Army, or Goodwill, and finding a second hand chair like you want, and salvage the hardware off it.
